Ratification of the Constitutional Treaty in EU-25

The Constitutional Treaty, approved at the European Council in Brussels on 18 June 2004 and signed by Heads of State or Government in Rome on 29 October 2004, was planned to be ratified by the 25 Member States in the course of the next two years.
However, following the outcome of the referendums in France and the Netherlands, the European Council declared on 16-17 June 2005 the need for a period of reflection to enable a broad debate to take place in the Member States. The European Council agreed to come back to this matter in the first half of 2006 to make an overall assesment of the national debates and agree on how to proceed.
